第1312条留言：沙县优秀共产（男）于 2010-7-25 17:48:00 说：            1984年，福建省沙县虬江乡在制定年度经济规划时，计划全乡企业收入逾千万元大关，实现乡镇企业“跃千万元之乡”。统计年报前，沙县人民政府县长肖金坤曾向该乡党委书记郭成年表示，要求沙县虬江乡无论如何都要成为企业收入上“千万元乡”。1985年元月10日，乡企业站统计员按企业上报的数据如实汇总,全乡企业总收入仅达868.24万元，乡原党委书记郭成年见此数字未达预期目标，即召集乡部门领导，研究如何“挖掘潜力”，其中伪造虬江乡农机站运输公司收入76万元，篡改虬江乡建筑社、虬江乡洋坊建筑队两个单位统计数字增加63万元，弄虚作假按改后的企业收入1007.24万元上报，并且肖金坤、郭成年在省、市有关部门人员的直接包庇袒护下，开始对坚持实事求是原则的统计员进行长期多年严重的打击报复行为。            1989年8月19日，该案件在中央党报《人民日报》公开发表报道后，在全国统计法规执行情况大检查期间，沙县虬江乡这起震动全国，案拖五年之久的统计违法案，经国务院统计法规执行情况大检查领导小组组长白美清常务副秘书长、国家统计局张塞局长、《人民日报》社邵华泽总编辑的高度重视关心下，使此案得到重新调查处理。三明市人民政府组成该案复查小组，并在省监察厅和省统计局有关人员的指导和协助下，再次对沙县虬江乡1984年企业总收入数字失实案进行了复查。1990年1月25日，三明市人民政府以明政〔1990〕综19号文发出了批转市复查小组《关于1984年虬江乡企业统计资料失实案复查情况的报告》的通知。《通知》指出：“1984年，虬江乡企业统计数字失实案，几经省、市、县有关部门多次组织调查，事实清楚、证据确凿，是一起虚报企业总收入，违反《统计法》，在市内外造成不良影响的违法案件。为此，沙县人民政府根据市人民政府批复的市复查报告中提出的处理意见以沙政〔90〕28号文发出“关于1984年虬江乡企业统计资料失实案的处理意见的通知”。对该案有关人和事处理如下；1、对原党委书记郭成年造成乡统计资料失实，负有一定的领导责任，鉴于郭成年已作过多次检查、认识较好，免于行政纪律处分；2、统计员的工作，虬江乡尽快安排，并从85年6月至88年1月,按实际工资标准补发其工资。”同年3月虬江乡政府发出〔1990〕025号《关于贯彻执行沙政〔1990〕28号文件的意见》，补发了统计员工资，安排了临时工的工作。           福建省沙县郭成年这起统计违法案件，从1985年1月至1990年3月，历时五年之久，在当年国务院老领导、国家统计局老领导、《人民日报》社老领导的高度重视关心下，才得到处理解决，可是当年的这起案件郭成年由于在沙县人民政府县长肖金坤的包庇袒护下，解决的不彻底。在当年严重统计数字弄虚作假这个问题上，肖金坤、郭成年买通了当年省、市有关部门人员，虽然最后经过三番五次调查，才予以认定事实。可是郭成年这个非常优秀的共产党员不但没有受到任何党纪和行政纪律处分，而且还从沙县虬江乡党委书记升为沙县总工会主席，肖金坤这个非常优秀的共产党员由沙县人民政府县长升为沙县人大常委会主任，长期多年主管沙县人民政府、沙县人民检察院起诉、沙县人民法院审判监督工作。统计员当年因为统计法这起案件身体受到沉重打击，无法再继续申冤控告，导致肖金坤、郭成年在省、市有关部门人员的直接包庇袒护下，多年来用弄虚作假的统计报表材料文件长期严重欺骗尊敬的中央领导，这也就是福建省沙县非常优秀的共产党员肖金坤和郭成年欺下瞒上的多年工作作风表现。而且还由此再次引发了肖金坤、郭成年这些非常优秀的共产党员和福建省沙县公安局前任局长、办案民警相互勾结，将打击报复的矛头指向统计员儿子，不但对其严重予以乱定罪名，而且还对其进行严重惨无人道的打击报复、刑讯逼供、 严重弄虚作假作伪证的侦办案件情况、、、、、(本章下文将继续予以详细说明报道,深刻揭露当年统计员和现在统计员儿子案件的真正事实真相。）
